kick shackle adjustment

Re-assembling my left front spring with my new kick shackle compression spring (got 9 extras!). I didn’t find any advice on how much to tighten the bolt compressing the kick shackle spring in the PASB’s. Should it be tightened enough to just land the rubber snubber on the frame, tightened X turns more than that, or maybe even not enough to touch the frame?
