Seat braclet???

I am working on putting a ’30 Model B 7 passenger back together. I didnt take the car apart and I am not sure how or if the bracket is mounted on the car. Any ideas? There are 4 of them in the pile of parts.

It doesn’t look like a Pierce Arrow part to me, that said, it appears to be a guide for a door stop strap……thus four of them works out well for a four door car.

Ed you were spot on. The holes were covered by a leather card board like material. Thanks for your help!!!!
