fan belt adjustment

I need to adjust my fan belts and I can’t determine how this is accomplished. The attached photo’s depict the condition and getting access to any adjustment device. Please tell me how this is done.

Bill the upper bolt that is in the center of the picture needs to be loosened. Then you take a 2 inch wrench and turn the dark grey eccentric that hold the pulley shaft until the belts are firm. Firm being about 1/2 inch of play when you press on the belt. You then tighten the top bolt again.

Water jet a wrench to fit it, works great and is not too heavy, it will also fit under the seat. Ed

Or use a Model A or Model T monkey wrench with relatively thin “fingers”” on the jaw. That’s what I carry and it works for many other applications as well”
